HERTS1 and HERTS2 (Hawaii Electronic Reporting and Tracking System) refers
to the Commission's customized software programs provided free of charge
to candidates. The programs are used to prepare and submit required
campaign spending reports in an electronic format.
HERTS1 was introduced in 1996 and used for the 1996 and 1998 elections. HERTS2 was introduced in 2000 and used for the 2000, 2002, 2004 and 2006 elections. There were a number of candidates during the transition process from HERTS1 to HERTS2 that did not have a computer capable of running HERTS2. As a result, they continued to use HERTS1 after the 1998 elections. For those candidates successfully transitioning to HERTS2, such as Governor Linda Lingle, there will be reports available under the "HERTS1 Electronic Filings" and "HERTS2 Electronic Filings" headings. Click on the "Candidate List and Reports" link to view an alphabetical listing of candidates that filed using the HERTS1 and/or HERTS2 programs. Click on the "Searchable Contribution Database" or "Searchable Expense Database" to search, view or download the data. The searchable databases contain itemized information only for those reports that have been filed electronically and that are listed in the "Candidate List and Reports" link. Database searches using the on-line query system are case sensitive. For example, an occupation search for "attorney" may not net the same results as "Attorney." HERTS2 Electronic Filings Data Range - 1997 through 2006 Original filings and amendments are available. Original filings that have been amended are marked with a "superceded by" message. Click on the date that follows the "superceded by" message to access the amended filing.
