compilation of Legislative Reference Bureau reports prepared as an aid
to legislators, government officials and others who may desire research
data on specific subjects. All Bureau publications released since Hawaii
became a state in August, 1959 are included.
This compilation is divided into reports issued when the Bureau was
under the University of Hawaii (1963 - June 1972) and those issued after
the Bureau became a legislative agency (July 1972 - 1989).
This report covers financial aid programs currently available to Hawaii
college students, as well as prepaid and guaranteed tuition programs and
college savings programs which have recently developed nationwide, on
both the state and federal levels.
This working paper concentrates on (a) the organization and operation of
the Department of Hawaiian Home Lands; (b) the physical and financial
resources of the department; and (c) the administration of homestead
programs. A summary of present problems and possible solutions concludes
the study.
to provide a broader understanding of privatization and related issues
in light of Konno v. County of Hawaii; to propose legislative responses
to that decision; to discuss privatization, civil service and merit
principles; and review relevant experiences of other states and the
federal government.
