UIPA Requester’s Identity
Under the UIPA, the University of Hawaii (UH) must
publicly disclose a UIPA requester’s written
request to inspect and copy UH records. Based upon a previous opinion
letter, the OIP found that it
would be only in extraordinary circumstances that a UIPA requester
would have a privacy interest in
having made a request to an agency under part II of the UIPA. The
OIP determined, however, that
the UH should segregate, or delete, the home address and home telephone
number of any UIPA
requester who is a natural person before making the request public.
