OTG’s Rapid Transit Claim Made Public
The OIP advised the City and County of Honolulu to
make public a two-volume claim filed against the
City by Oahu Transit Group Joint Venture (OTG). The materials supported
OTG’s claims against
the City in connection with the City’s termination of the
Rapid Transit Development Project contract.
The OIP concluded that OTG had failed to specify, in non-conclusory
terms, how disclosure of its
claim would result in substantial competitive harm, and there was
no indication that disclosure of the
claim would result in the frustration of a legitimate government
function.
